Risk specialist

PensionsFirst has appointed David Norgrove as chairman to lead the company in the next stage of its campaign to change the way the defined benefit (DB) pensions industry measures and manages risk. David, who was chairman of the Pensions Regulator, from its inception in January 2005 until December 2010, will oversee the company’s launch of more cost effective, insurance based risk transfer solutions.

Consulting

Steven Dicker, a leading risk management expert, joins PricewaterhouseCoopers (PwC) as its most recent pensions partner, from Towers Watson.

PwC’s other senior hires are: Karein Davie who joins from Hymans Robertson; Nadeem Ladha (also from Hymans Robertson); Amanda Vaughan from Towers Watson and Finley Stuart from Aon Hewitt.

Edward Batson has joined Bluefin Corporate Consulting as an actuarial analyst from Admin Re and Martin Avery joins its London-based marketing team.

Cardano, the investment adviser and fiduciary manager, has added to its client team. Sophia Heathcoat joins from P-Solve Asset Solutions and Duncan Higgs joins from Towers Watson.

Muse Advisory has appointed Mark Dallaway who arrives from Aon Hewitt to strengthen their busy administration consulting team.

Richard Slater joins Deloitte as head of pensions in Scotland from PwC.

Cara Williams has been promoted to global head of Mercer’s wealth management business.

Regulatory

Stephen Soper, the Pensions Regulator’s executive director for DB regulation, and Charles Counsell, executive director for employer compliance, have been confirmed as board directors. June Mulroy, its executive director for defined contribution (DC), governance and administration, has been re-appointed.

Investment

Paul Gilbody has been appointed as head of DC consultant relations at BlackRock. Paul’s most recent role was as director of market engagement for Nest.

Schroders is expanding its DC business with two new hires: Tim Horne, who comes from Towers Watson, takes on the newly created role of DC investment solutions manager; James Bourne, who joins from Fidelity, is platform relationship manager.

Outsourcing

RPMI has appointed Sharon Mitchell from Mercer as head of third party administration.

Star movers

TPR panel has five new members
The Pensions Regulator’s Determinations Panel has five new members. They are: Peter Hinchliffe who is a tribunal judge at the General Regulatory Tribunal, dealing with appeals relating to decisions made by the Office of Fair Trading and the Charity Commission; Andrew Long is deputy chair of the Regulatory Decisions Committee at the Financial Services Authority and a judge of the Tax Chamber of the Finance and Tax Tribunal; Elizabeth Neville has spent much of her career within the police service, including seven years as the chief constable for the Wiltshire Constabulary; Alasdair Smith is a research professor of economics; Anthony Stern has a background in finance, most recently as the head of treasury at InterContinental Hotels Group. He is a trustee director of the IHG UK pension trust and a member of their investment committee.

The Determinations Panel is responsible for making formal decisions (determinations) relating to cases where the Regulator seeks to use certain powers. The panel has the power to make a determination where:

  • the Regulator seeks to sanction or prosecute a breach of pensions law
  • a problem has arisen in a scheme that the Regulator considers can be put right with the use of one of its powers or
  • an application has been made by trustees, managers, members or employers of a scheme for the Regulator to use one of its powers.
